Appraiser Supervisor
DEFINITION:
This is specialized complex mass appraisal dealing
with the assessment and valuation of Commercial Real Property to
determine fair market value for ad valorem tax purposes. The Commercial
Real Property Appraiser must have an exceptional knowledge of theory and
techniques for estimating value by the income or income capitalization
approach, the comparable sales approach, and the cost approach. This
includes selection of capitalization rates, analysis of income and
expenses to estimate net operating income and capitalization methods and
techniques. Work is performed under the direction of a higher level
officer who assigns duties, but the employee is allowed considerable
latitude in executing his/her responsibilities.
DUTIES (NOT ALL INCLUSIVE):
1. Researches and analyzes local market data such as property sales,
construction costs, depreciation schedules, rent, vacancy and expense
data, maps and zoning requirements, flood areas and location influences
to determine valuation of commercial property and multi-family
dwellings.
2. Works with local property managers, owners and legal representatives
to collect information and advise current market rent levels, occupancy
rates, income and expense statements and types of leases appropriate to
the specific geographic and economic areas.
3. Locates, inspects and analyzes multi-family and commercial structures
and land in assigned areas to determine fair market value as a basis for
tax assessment.
4. Uses and interprets maps, legal descriptions and aerial photographs
to determine valuation district boundaries. Updates records, maps, tax
assessments, accounts and data files using information gathered during
course of duties to assure the accuracy of future assignments.
5. Responds to citizen inquiries regarding assessments and
reassessments. Provides information regarding appraisal techniques and
methods and explains how values are established.
6. Prepares for and defends property values before the Board of Tax
Review.
7. Performs other duties as required.
REQUIREMENTS:
Knowledge
• Standards employed in the appraisal of Real Property for tax
assessment purposes;
• Legislation regarding appraisal of Real Property for tax assessment
purposes;
• Statistical calculation procedures and statistical theory as
applicable to the appraisal process;
• Residential and commercial appraisal methods;
• Building materials, equipment, workmanship and general construction
quality as applied to all classes of buildings;
• Standard appraisal methods and techniques including the cost, income,
and comparable sales, methods of appraisal of commercial and multifamily
dwellings;
• Laws, regulations and court decisions affecting appraisal for ad
valorem tax purposes;
• Ability to establish and maintain effective working relationships with
taxpayers, property owners, and others contacted during the course of
work;
Skills
• Using a personal computer and related software applications;
• Applying appraisal principles and techniques;
• Reading and interpreting maps, aerial photos and property
descriptions;
• Exercising sound judgment in analyzing information;
• Giving presentations in support of appraisal determinations;
• Performing a variety of calculations;
• Oral and written communication skills, sufficient to exchange or
convey information and to give or receive work direction.
Education and Experience
Graduation from a recognized
college or university with a Bachelor's degree or Associate's degree and
four (4) years related work experience.
Necessary Special Requirement
Possession of a valid
driver's license
