VI Property Revaluation
Position Description Computer Estimated Valuation (CEV) Specialist

The CEV Specialist is responsible for annually maintaining the valuation of all properties on the database of the Tax Assessor of the U.S. Virgin Islands at current market level. To accomplish this, the CEV Specialist is in charge of maintenance and updating of the real property database. The CEV Specialist organizes and analyses real property market data. Specific tasks to be performed by the CEV Specialist include the following:

  • Using specialized property tax valuation software to update property values
  • Applying queries and other diagnostic tools to ensure data accuracy and consistency
  • Organizing annual data collection activities of the Office of the Tax Assessor
    • Inspections of properties that have sold
    • Inspections of properties where building permits were taken out
    • Identifying properties whose data should be verified
  • Analysis and quality assurance of market data
    • Sales
    • Construction costs
    • Commercial property income and expense data
  • Assessment ratio studies (ASR's)
    • Testing the market value level and dispersion of the property tax base
    • Developing procedures to correct the market value level and dispersion of the tax base to bring the level of assessment to 100% and reduce dispersion resulting from changes in the real estate market
  • Development of valuation models (formulas) to be applied to property data to update values
Qualifications:
  • Bachelor's degree with a major in a quantitative field (e.g., mathematics, statistics, finance, economics, computer science)
  • Experience and expertise in MS office applications, particularly Excel and Access
  • Experience in statistical analysis and (preferred) use of statistical software package(s)
  • Background that includes working with database applications

Training in the use of specialized techniques and software will be provided to the successful candidate whose background indicates the ability to learn and apply advanced technical tools and practices.
